<p>				<font size=2 face=Arial>The whistleblower website WikiLeaks was back on line Friday with a new Swiss address &#8212; wikileaks.ch &#8212; six hours after its previous domain name &#8212; wikileaks.org &#8212; was shut down.</font>		</p>
<p><font size=2 face=Arial>&quot;WikiLeaks moves to Switzerland,&quot; the group declared on Twitter, although an Internet trace of the new domain name suggested that the site itself is still hosted in Sweden and in France.</font></p>
<p><font size=2 face=Arial>Webusers accessing the wikileaks.ch address are directed to a page under the URL http://213.251.145.96/ &#8212; which gives them access to the former site, including a massive trove of leaked US diplomatic traffic.</font></p>
<p><font size=2 face=Arial>The original wikileaks.org domain was taken offline at 0300 GMT Friday by its American domain name system provider, EveryDNS.net, following reports of massive cyberattacks on the site.</font></p>
<p><font size=2 face=Arial>&quot;The interference at issue arises from the fact that wikileaks.org has become the target of multiple distributed denial of service (DDOS) attacks,&quot; EveryDNS.net said in a statement.</font></p>
<p><font size=2 face=Arial>Classic DDoS attacks occur when legions of &quot;zombie&quot; computers, normally machines infected with viruses, are commanded to simultaneously visit a website, overwhelming servers or knocking them offline completely.</font></p>
<p><font size=2 face=Arial>The latest technological setback for the whistleblower site came after Amazon booted it from its computer servers on Wednesday following pressure from US politicians, prompting the site to move to a French server.</font></p>
<p><font size=2 face=Arial>&quot;Free speech the land of the free &#8212; fine, our dollars are now spent to employ people in Europe,&quot; WikiLeaks said. &quot;If Amazon are so uncomfortable with the First Amendment, they should get out of the business of selling books.&quot;</font></p>
<p><font size=2 face=Arial>On Sunday, WikiLeaks began publishing the first batch of more than 250,000 US diplomatic cables, many of them classified as &quot;secret&quot;, that the website is believed to have obtained from a disaffected US soldier.</font></p>
<p><font size=2 face=Arial>WikiLeaks founder Julian Assange said last month that he was considering requesting asylum in Switzerland and basing the whistleblowing website in the fiercely neutral Alpine country.</font></p>
<p><font size=2 face=Arial>&quot;That is a real possibility,&quot; Assange said when asked whether he and the website might relocate, adding that Switzerland, and perhaps Iceland, were the only Western countries that his outfit feels safe in.</font></p>
<p><font size=2 face=Arial>Assange told the TSR television that Wikileaks was examining the possibility of creating a foundation that would allow it operate out of Switzerland, and confirmed he might apply for asylum.</font></p>

<p>				<font size=2 face=Arial>South Korea&rsquo;s government is close to adopting a &ldquo;Cinderella&rdquo; law to ban youngsters from playing online games past midnight amid growing concerns about Internet addiction, officials said Thursday.</font>		</p>
<p><font size=2 face=Arial>A bill to be submitted to parliament as early as this month will require South Korean online game companies to cut off services at midnight for users registered as younger than 16, the culture and family ministries said.</font></p>
<p><font size=2 face=Arial>&ldquo;The thing about online games is, once you are in it, it is extremely hard to get out of it, especially if you are a young kid,&rdquo; Jo Rin, a ministry official in charge of the law, told AFP.</font></p>
<p><font size=2 face=Arial>&ldquo;A lot of kids play games all night long and have trouble studying at school and going about their normal lives during daytime. We believe the law is necessary to ensure their health and a right to sleep.&rdquo;</font></p>
<p><font size=2 face=Arial>The online services would resume at six the following morning, he said, adding there would be a year-long waiting period until the law takes effect so that companies can prepare for it.</font></p>
<p><font size=2 face=Arial>The government is also considering requiring companies to limit young users&rsquo; access to online games to a maximum number of hours a week or a day if parents request this, said Jo.</font></p>
<p><font size=2 face=Arial>South Korea is one of the world&rsquo;s most wired societies, but there have been sporadic reports of deaths related to Internet game addiction.</font></p>
<p><font size=2 face=Arial>Last month a 15-year-old South Korean boy committed suicide after killing his mother for scolding him over playing computer games too much.</font></p>
<p><font size=2 face=Arial>In February a 32-year-old man died after reportedly playing for five days with few breaks.</font></p>
<p><font size=2 face=Arial>A month later police arrested a couple accused of leaving their baby daughter to starve to death while they raised a &ldquo;virtual&rdquo; child on the Internet. The baby had long been malnourished, an autopsy showed.</font></p>
<p><font size=2 face=Arial>The government, which estimates that South Korea has about two million web addicts, is already launching one campaign to combat the affliction.</font></p>
<p><font size=2 face=Arial>From next year, it will offer free software to people at risk, to limit the time they spend on the web.</font></p>

<p>The MoU, signed in Ha Noi yesterday, April 20, also aims to help sharpen the sector&rsquo;s competitive edge in the global arena. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>The two sides expressed the hope that their co-operation will help transform the information, communication and technology (ICT) sector into a key contributor to national economic growth as set out in the &#8220;ICT Vision 2020 Policy&#8221; of the Vietnamese Government.</font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>Under the MoU, <a href='http://www.vnnnews.net/tag/the-two-sides' class='taglinki'>the two sides</a> agreed to focus on building Viet Nam&rsquo;s ICT human resources up to world-class standards; improving Viet Nam&rsquo;s access to world-class technologies and productivity tools; cultivating a thriving local ICT industry that attracts the interest of foreign investors; stimulating innovation; and enhancing Viet Nam&rsquo;s capacity to compete globally.</font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>Microsoft will support <a href='http://www.vnnnews.net/tag/the-ministry' class='taglinki'>the ministry</a> to train 450 chief information officers (CIOs) in Ha Noi, HCM City and Da Nang. It will also co-ordinate with <a href='http://www.vnnnews.net/tag/the-ministry' class='taglinki'>the ministry</a> to carry out a series of capacity-building workshops and seminars, and an executive briefing programme at Microsoft&rsquo;s high-tech facilities. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>Both sides are also discussing a pilot deployment of Microsoft&rsquo;s Windows 7 and Office 2010 in Government organisations with the aim of making the desktop infrastructure into a powerful strategic asset. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>Michael Donlan, General Manager of Microsoft Public Sector Asia, said the MoU not only marked the continuing of the partnership between <a href='http://www.vnnnews.net/tag/the-two-sides' class='taglinki'>the two sides</a> but also signified the beginning of their deeper partnership to support the Vietnamese Government&rsquo;s vision to develop Viet Nam into a global ICT powerhouse and the sector into a key contributor to the national socio-economic growth. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>&#8220;With a young and educated population of close to 90 million, we fully endorse this ambitious vision,&#8221; said Donlan. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>&#8220;As the world&rsquo;s largest IT company, we want to continue to play a role to enable Viet Nam and its citizens to realise their potential and make this vision a reality.&#8221; </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>The Deputy Minister of Information and Communication, Nguyen Minh Hong, said he greatly appreciated the contribution of Microsoft to the sector&rsquo;s development in Viet Nam as well as to the Government&rsquo;s efforts to realise its vision by 2020. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>&#8220;The ministry will continue to define the public-private partnership as one of the key solutions to accelerating the industry&rsquo;s growth and ensuring sustainably in the face of international integration,&#8221; Hong said. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>&#8220;The two partners had successfully implemented the public-private partnership agreement for the 2007-10 period, making a great contribution the industry&rsquo;s growth,&#8221; he said. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>Also yesterday, <a href='http://www.vnnnews.net/tag/the-ministry' class='taglinki'>the ministry</a> granted its insignia to Christophe Desriac, former general manager of Microsoft Vietnam for his contribution to the industry&rsquo;s development in Viet Nam during the past six years. </font></p>
<p class=pBody align=left><font class=pBody size=2 face=Arial>The company recently signed an MoU with the Ministry of Education and Training and other institutions to undertake training programmes for students and business people. From now until April 30, Viettel will slash its 3G registration fee for mobile internet by 50 <a href='http://www.vnnnews.net/tag/per-cent' class='taglinki'>per cent</a>. It will also exempt post-paid subscribers from the activation fee. It now also offers bonuses of more than VND1 million on D-com 3G service accounts. Meanwhile, Mobifone has reduced its monthly subscription fee for mobile internet subscribers who use Surf and Suft30 packages until June 3.
