University manager earns 86 million dong monthly

VnnNews – The director of the International Cooperation Centre of the HCM City Banking University has been reportedly earning 86 million dong a month.

Several days ago Tuoi Tre revealed reported that lecturers and officers of the HCM City Banking University at a university management board meeting were stunned by the news that a manager receives 98 million dong ($5,400) a month, even though she has been overseas at a training course for more than one year.

 

An officer present at the meeting revealed that the management board’s members and leaders of departments gave themselves very high Tet bonuses, ranging between 100-600 million dong per person.

 

Prior to that, a collective petition by university staff had been sent to the board and also the university’s Party committee to request clarification of the university’s finances.

 

The officers asked for an internal audit and to make public the income of all officers.

 

However, Dr Ngo Huong, President of the HCM City Banking University, who spoke on December 21with VietNamNet, denied that a manager receives 98 million dong a month.

 

Huong confirmed that the manager is studying abroad for one year and is D.T.N.L, who holds a Master’s degree and is Director of the International Cooperation Centre. L has been studying in Switzerland, but she is still running the centre. She also still receives her monthly salary, which is only 86 million dong ($4,700).

 

He also denied that management board members will receive 100-600 million dong in Tet bonuses.

 

Even a monthly income of 86 million dong ($4,700) is considered extremely high, especially compared with the average annual income of Vietnamese people, which is just $1,000 per capita per annum, or $83 per month. 

The average monthly income of HCM City Banking University staff is just 6-7 million dong., so the salary of the director is ten times higher than the average income, and even higher than the income of the university’s president.

Official salary levels set by the State are just 1.5-2 million dong per month, while incomes of 6-7 million dong come from extra work and allowances.

 

According to a university officer, the university has centres like the international cooperation centre and a banking professional refresher course centre that use the university’s name and facilities to enroll students and provide services. The centres pay 90 percent of their total revenue and keep the other 10 percent to use as they want.

 

As for an annual 86 million dong income, the officer remarked that this is an unreasonably high amount, no matter how profitable the centre is.

 

President Huong observed that the university collects 12 billion dong from yearly tuitions as well as 10 billion dong from the State, while the university’s regular expenses are 38 billion dong. Thus, the university must arrange 16 billion dong on its own. These centers can bring in much-needed funds, so they have been encouraged.
