Government holds regular monthly meeting; Vietnam attends UNHRC annual session; Czech president praises Vietnam’s achievements; Strengthening IT and high-tech co-operation with India

Vietnam, China strengthen friendship ties
 
Vietnam and China should coordinate closely in friendship activities to further promote their comprehensive strategic cooperative partnership in line with their shared motto and guidelines, Vietnam’s party chief said.

Party General Secretary Nong Duc Manh met with Wang Jia-rui, member of the Communist Party of China Central Committee (CPCCC) and Head of the CPCCC International Liaison Department in Hanoi on March 1.

He welcomed the Chinese party delegation’s visit to Vietnam at the beginning of the Lunar New Year and the results of the delegation’s working session with the Commission for External Relations of the Communist Party of Vietnam Central Committee.

The Vietnamese party chief said the two countries should work together to help their localities carry out activities of the “Vietnam-China Friendship Year” practically and effectively. He took this occasion to laud socio-economic achievements that the Chinese Party, Government and people have recorded during their course of building socialism with Chinese characteristics.

Mr Wang said he was happy to visit Vietnam and conveyed New Year greetings from Chinese Party and Government leaders to Vietnamese Party and State leaders. He asserted that the Chinese Party and Government leaders and the people always place importance on developing the traditional friendship and neighbourliness with Vietnam.

He affirmed China’s determination to work together with the Vietnamese Party, State and people for the “China-Vietnam comprehensive strategic cooperative partnership” to grow and flourish. He vowed that his department will collaborate closely with the Vietnamese partner in enhancing the two countries’ ties.

Earlier, Mr Wang held talks with Hoang Binh Quan, Head of the Communist Party of Vietnam Central Committee’s Commission for External Relations.

They informed each other of the situation of their respective parties and discussed cooperative measures between the two organisations with the aim of implementing high-level agreements effectively.

While in Vietnam, the Chinese party delegation paid a working visit to the central province of Nghe An.

Government holds regular monthly meeting
 
Prime Minister Nguyen Tan Dung chaired the Government’s regular February meeting in Hanoi on March 2.

Cabinet members discussed reports on February’s socio-economic development, forecasts of the world and Vietnamese economies, solutions for managing the macro economy and the implementation of resolutions adopted at the government session in January.

Work programmes for February, legal issues related to the lunar New Year Festival, settlement of complaints and denouncements and corruption prevention and control, and administrative reform were also in the agenda.

Before the two-day meeting concludes, cabinet members will also discuss a 10-year project to accelerate economic restructuring in order to increase the efficiency and competitive capacity of the national economy.

Vietnam attends UNHRC annual session
 
Delegations from more than 80 countries attended the annual session of the United Nations Human Rights Council (UNHRC) which opened its annual session in Geneva, Switzerland, on March 1.

The Vietnamese delegation is led by Deputy Foreign Minister Pham Binh Minh.

During the three-day session, 70 leaders will deliver speeches on their countries’ efforts to promote and protect human rights.

They will discuss the impact of the global economic downturn, evaluate the implementation of human rights around the world and draft a statement on education and training in human rights.

Human rights experts will focus on issues related to the basic right to food and houses, the protection of human rights, anti- terrorism efforts and the freedom of religion and belief.

The session will close on March 26.

Deputy PM lauds lawyers’ performance
 
Vietnamese lawyers have fulfilled tasks assigned by the Party and the State, helping uphold the law and protect the legitimate rights and interests of the State and people.

The remark was made by Deputy Prime Minister Truong Vinh Trong when he visited the Vietnam Bar Federation’s office in Hanoi on March 1.

The Deputy PM spoke highly of efforts made by the lawyers over the years and affirmed that the Party and State would continue paying attention to and creating favourable conditions for the lawyers’ professional practice.

On this occasion, Mr. Trong urged Vietnamese lawyers to keep learning to raise their expertise and professional morals.

Vietnam, Laos to accelerate border demarcation
 
Vietnam and Laos have agreed on measures to accelerate the implementation of the border marker planting project in 2010.

The agreement was reached at the 19th annual meeting of the Vietnam-Laos border delegation, which was held in the southern province of Binh Thuan from February 28 to March 1.

The Vietnamese delegation was headed by Deputy Foreign Minister Ho Xuan Son and the Lao delegation, was led by Deputy Foreign Minister Bounkeut Sansomsak.

The two sides reviewed the efforts made by ministries, localities and relevant agencies of the two countries in implementing the Vietnam-Laos Agreement on National Border Regulations, thus helping maintain stability, social order and security, as well as facilitating socio-economic development in their border areas.

They worked out cooperation plans regarding border work in the coming time, including the issue of unplanned migration, unregistered inter-racial marriages, and the construction of border gates and trade centres and markets along the common border of the two countries.

Dak Lak urged to boost rapid and sustainable development
 
The central highland province of Dak Lak should tap into its potential and advantages to promote socio-economic development, said Prime Minister Nguyen Tan Dung during his working visit to Dak Lak on March 1.

At a meeting with provincial key leaders, Mr Dung praised Dak Lak’s significant achievements last year, saying it reached a relatively high economic growth rate of 11.4 percent, reduced the number of poor households to the national average   and mobilised total social investment capital equivalent to 33 percent of its GDP. Policies on ethnic and religious affairs were implemented effectively and national security was maintained in the province.

However, the government leader pointed out difficulties that still need to be dealt with, such as the high number of poor ethnic households, low capita income, insufficient industrial development, and poor implementation of infrastructure projects.

Mr Dung asked Dak Lak to iron out snags in development in order to fulfill all socio-economic targets set for this year, with priority given to poverty reduction, industry, agriculture, transport and urban planning, and to successfully organise Party congresses at all levels.

He also underlined the need to boost educational development, increase the quality of vocational training and ensure order and security and to properly carry out the Party and State’s guidelines and policies to improve local people’s living standards.

Czech president praises Vietnam’s achievements
 
Vietnam’s newly-appointed ambassador to the Czech Republic, Do Xuan Dong, on February 24 presented his credentials to the country’s President Vaclav Klaus.

Talking with the new Vietnamese ambassador, President Vaclav Klaus spoke highly of Vietnam’s economic performance, especially the country’s stable economic growth amid the global economic crisis.

Ambassador Dong expressed his gratitude to the Czech people for their help during his country’s struggle for independence as well as the current process of national construction.

Both host and guest agreed to boost bilateral ties between Vietnam and the Czech Republic, especially in the fields of economics and trade, while praising contributions made by the Vietnamese community in the European country.

The same day, Ambassador Dong attended a concert at the invitation of President Vaclav Klaus at the Presidential palace.

Strengthening IT and high-tech co-operation with India
 
Vietnam and India have established a strategic partnership and are implementing measures to boost the traditional ties of friendship and co-operation in many fields.

On February 27, National Assembly Chairman Nguyen Phu Trong attended and delivered a speech at the Information Technology Forum co-organised by the Vietnam Chamber of Commerce and Industry (VCCI) and the Katanaka Business Association in Bangalore, Katanaka, India.

The forum had the participation of nearly 300 businesses from the two countries, and Mr Trong expressed his deep impression of Bangalore City, which is considered the “Silicon Valley” of India and is home to high-tech agencies and special zones, such as “electric city”. The rapid development of the city has helped India in par with developed countries in the fields of information technology (IT), genetic technology, agricultural science and atomic energy.

The relationship between Vietnam and India has developed strongly in recent times. The two countries have established a strategic partnership and are making efforts to implement measures to boost their traditional ties of friendship and co-operation in many fields. They should promote co-operation in specific fields, especially those in which India has great potential such as IT, high-tech science, and training qualified human resources,, Mr Trong said.

Mr Trong pointed out that Vietnam is a dynamic economy with a high and stable growth rate and is a significant prospective market. Its business and investment environment has improved and business and investment laws have issued regulations to ensure equality between foreign and domestic investors.

Mr Trong also emphasised the role of IT in social development. With stable politics and a cheap labour force, investors from Katanaka will find great potential in Vietnam. He added that the Vietnamese Government now considers IT a key industry to achieve the Millennium Development Goals, develop an information society and shorten the process of industrialisation and modernisation.

Discussions at the forum and other meetings will help Indian friends to gain a better understanding of Vietnam’s market and investment opportunities. Accordingly, the two sides will share experiences and help Vietnam to develop information and communication technology (ICT).

In the evening of February 27, Mr Trong and the NA delegation attended a banquet hosted by leaders of Karnataka’s parliamentary houses.

On February 28, NA Chairman Nguyen Phu Trong and his entourage left Katanaka for Jakarta to begin a friendship visit to Indonesia.

Indian state offers assistance to Vietnam
 
The southern Indian State of Karnataka is wiling to boost cooperation with Vietnam in any areas of its strength, including cosmology, high technology and infrastructure construction, says Governor Hans Bhardwaj.

The governor made the statement on February 27 while receiving Vietnamese National Assembly chairman Nguyen Phu Trong in Bangalore city, which has been long considered a second silicon valley in the world.

Governor Bhardwaj expressed his pleasure at the effective cooperation between the two countries, citing joint venture projects on oil and gas exploration.

He briefed Mr Trong on Karnataka’s recent developments and said both India, including his state, and Vietnam still have great potential for development. He recalled his impression of a meeting with President Ho Chi Minh during the late President’s visit to India several decades ago.

For his part, Mr Trong noted that Vietnam and India have treasured the long-standing relationship, which was founded and nurtured by late President Ho Chi Minh and late Prime Minister Jawaharlal Nehru.

He confirmed that Vietnam will continue to work closely with India in bilateral and multilateral forums.

Vietnam wants to increase cooperation with Karnataka in information technology, biological technology and human resource development, said Mr Trong.

Both host and guest agreed that cooperation between the two countries’ legislative bodies will help promote their democracy and strategic partnership.

The same day, Mr Trong met with Sri V.Mathikatti, chairman of the Legislative Council and Sri S.B.Patil, Secretary of the Legislative Assembly of Karnataka state.

He praised the southern state’s achievements in economics, science&technology and education&training, and expressed Vietnam’s desires to increase all-round cooperation with India, including Karnataka.

He proposed the Indian state boost cooperation with Vietnam in information technology and legislative exchanges.

Vietnam helps build information system for Cambodian legislature
 
The National Assemblies of Vietnam and Cambodia will soon kick-start a project to install network equipment for information processing and Intranet access at all agencies of the Cambodia National Assembly.

The agreement was reached at a working session between the two countries’ legislators during a visit to Cambodia from February 22-27 by a Vietnam National Assembly delegation.

In the first phase of the US$300,000 project funded by the Vietnam National Assembly, Vietnam will supply servers, computers and transmission lines to Cambodia this year and will complete the installation of equipment for the Intranet to support information processing between Cambodia’s NA agencies during the second phase one year later.

While in Phnom Penh, the Vietnamese delegation, led by Nguyen Si Dung, deputy head of the NA Office, was received by Cambodian National Assembly Chairman Heng Samrin, who praised the effective cooperation between the two legislatures.

Chairman Heng Samrin thanked the Vietnamese Party, National Assembly and Government for providing great assistance to Cambodia in its past struggle for national liberation and in its current process of national construction.
