Ngu admitted that, to date, only 202 schools produced reports on income and expenditures, while 175 schools have “forgotten” or provided “ambiguous” figures.
Deputy Prime Minister and Minister of Education and Training Nguyen Thien Nhan is not satisfied with 46 percent of schools ignoring regulations on financial transparency. He threatens to discipline the schools that have deliberately violated the law.
“I want to see this situation end,” he emphasized. “Universities and junior colleges must have financial exposure on their websites no later than April 15.”
Nhan added that ministry authorities will undertake inspection tours by May 15. If they discover that schools are not obeying the law, they will be disciplined. The ministry will also urge students to remain skeptical of these universities.
Still, even with their legal violations, MOET cannot refuse to allocate enrollment quotas to the schools for 2010.
When answering prior VnExpress questions about why many state-owned schools belonging to the Ministry of Industry and Trade collect tuitions that are much higher than the ceiling set by the Government, Deputy Minister of Education and Training Nguyen Thi Nghia said that these schools are managed by other ministries. Those ministries, not MOET, must take responsibility for them.
Institutional websites are required to make a school’s information public. To date, only four percent of universities and 27 percent of junior colleges do not have a functional website.
Among 67 universities that revealed monthly incomes of lecturers on their websites, 13 listed average salaries of less than three million dong, 26 schools reported 4-6 million dong and just two offered average pay rates of over 10 million dong.
At junior colleges, the highest income is 6-8 million dong at four institutions and the lowest is less than three million dong for three schools.
