The Ministry of Information and Communications (MoIC) is to set up an inspection team to check the implementation of the 3G services of mobile operators.

The check will be implemented in November at VinaPhone, MobiFone, Viettel and Vietnamobile-EVN Telecom, the winners of 3G licenses.
VinaPhone is the first operator to launch 3G services since October 12, 2009. Others say they will launch services in late 2009 or early 2010.
Nearly one month after launching, VinaPhone is facing problems in service quality and coverage. According to its customers, it was more difficult recently to make phone calls on the 2G network, especially when the 3G sign appears on their phone screens.
Some say that the 2G network is being “obstructed” by the 3G and VinaPhone has offered 3G without first making the right preparations.
Customers of Viettel and MobiFone also complain difficulties in making phone calls and sending text messages recently.
The MoIC’s inspectors will check both the implementation of the 3G services and the network quality of these operators to know whether the building of 3G network affects the 2G quality.
Explaining about poor quality for both 2G and 3G services in recent days, VinaPhone’s vice director Hoang Trung Hai said that the company’s number of new subscribers suddenly rose in September and October, with 100,000 new users a day on average. This development caused network jams, mainly for the 2G network.
“We commit that VinaPhone’s service quality will be remarkably improved in November and the problems will no longer exist,” Hai stated.
The MoIC granted 3G licences to VinaPhone, MobiFone, Viettel and Vinamobile-EVN Telecom on August 11, 2009. The total deposit value of the four winners is up 8.1 trillion, including 4.5 trillion from Viettel. Within one year of receiving the licences, if these operators don’t provide 3G services, they will lose their deposit. This pressure on operators is forcing them to quickly launch 3G services.
