Speaking at a meeting on January 21 to review the implementation of a “civilized” urban lifestyle in 2009 and the plan for 2010, Vice-Chair of the HCM City People’s Council Pham Phuong Thao said that besides propaganda, the city must impose strict sanctions and directly hit the pockets of violators to force them to obey the rules.
Singapore has implemented such policies well, so that they can maintain their urban look, Thao argued.
Dr. Nguyen Minh Hoa from HCM City University of Social Sciences and Humanities proposed propagating the new policy for 2-5 months and then taking tough measures.
Hoa said that big fines and public labour are needed to boost the “civilized” lifestyle in HCM City. Current sanctions are not strong enough to hinder residents from discharging rubbish in the street and doing business on the pavement, among other activities.
