One week before a decree to raise traffic fines in Hanoi and HCM City takes effect (May 20), the two cities have specified the zones for high fines.

On May 12, Hanoi authorities approved the plan submitted by police and transportation departments to apply high traffic fines in ten inner districts: Hoàn Kiếm, Đống Đa, Ba Đình, Hai Bà Trưng, Hoàng Mai, Long Biên, Tây Hồ, Cầu Giấy, Thanh Xuân, and Hà Đông, plus five roads linking Hanoi’s suburbs and inlying areas – Phạm Văn Đồng, Phạm Hùng, An Dương Vương, Hoàng Quốc Việt, Nguyễn Trãi.
HCM City authorities on May 10 also chose one of the three zoning plans submitted by the transportation agency. Accordingly, high traffic fines will be applied for roads in the city’s inner area, which is bordered by the belt road 1, comprising National Highway 1A, Nguyen Van Linh, the road to Phu My bridge, Phu My bridge, the eastern belt road, Nguyen Thi Dinh road – Hanoi highway – Thu Duc.
The high fines will be implemented on a trial basis in Hanoi and HCM City’s inner-lying areas from May 20 2010 to May 20 2013.
