Considerably weakened after torturing the northern Philippines for a week, “Storm No 10” was over the Hoang Sa (Paracel) Archipelago and heading directly for the north central Vietnam

The storm, then labeled Typhoon Parma, wrecked havoc on the Philippines, passing over northern Luzon first on October 1 heading northwest, and then reversing course to hit the same area again several days later. Late on October 8, Storm No 10 began moving slowly toward the west, as shown by the map.
In the Philippines, the death toll from Parma, chiefly from landslides and floods, had risen to 299 by October 10, according to Xinhua. Another 40 were missing.
